Pairing primer with powder

Can I use a liquid primer under my powder mineral foundation? The general rule with makeup is to not mix powder and liquid formulas together. They don’t get on all that well. But, if you apply your liquid primer and let it settle into your skin before you apply your mineral powder, it should be fine…. more
